Born in Louisville (Kentucky) on August 26, 1991, Dowe took his first steps in high school in Louisville, subsequently becoming one of the most appreciated players of Bellarmine College, a private university in Kentucky in NCAA II. In his university experience he became the university's fifth best scorer of all time (almost 2000 points scored) and second overall for games played.

He then moved to Sampaense, Portugal, in 2013/14: he immediately established himself as an offensive reference for the team, closing the season averaging over 20 points. In the following two years he played in France in Pro B: first in Aix-Marienne and then, subsequently, in Hyères-Toulon, with which he achieved promotion to Pro A.

In 2016/17 he chose Circus Brussels to continue his career: he reached the championship final, lost against Ostend, and scored over 13 points on average. In the following year he returned to France, to Pau-Lacq Orthez, with whom he reached the playoffs.

Dowe then moved to Israel, to Iron Nes Ziona, and subsequently (2019/20) to Poland, to Anwil Wlockawek, with which he won the Polish Super Cup and the League Cup.
In 2020/21 he is part of the Maccabi Haifa roster, with which he recorded highly relevant numbers (16.9 points, 5.8 rebounds and 4.4 assists on average in the season).

The growth in the level of his performances led him to sign with Prometey, in Ukraine, with whom he played a great season both in the league and in the BCL. The outbreak of the Russian-Ukrainian conflict forces him to change teams during the current season: Chris is the protagonist (12.5 points and 4.8 rebounds) with Brose Bamberg. In Germany, he contributed to the team reaching the playoffs, which ended with elimination at the hands of Alba Berlin, then champions.

In 2022/23 he moved to Italy, to Dinamo Banco di Sardegna Sassari, with whom he played both the championship and the Basketball Champions League. Dowe, protagonist of a growing season, is among the main architects of the results obtained by the Sardinian team on national soil (4th place at the end of the regular season, Scudetto playoff semi-final).
With Dinamo he scored 445 points in the 33 games played in all competitions in Italy.
Now he comes to Bertram Derthona to start a new chapter in his career.
